Undersheriff Kevin McMahill met with the media today to discuss additional details of the January 21, 2017 officer involved shooting. At approximately 9:38 a.m. the LVMPD dispatch center received multiple reports of a nude adult male with multiple stab wounds in the spa area of the Gold Strike Hotel & Gambling Hall located at 1 Main Street in Jean, Nevada. When two hotel security guards first encountered the suspect, later identified as 50 year-old Paul Palmer, he began chasing them while holding a folding knife. Members of the Clark County Fire Department were already present on the property for an unrelated training exercise. They witnessed Palmer chasing the security guards while holding the knife. This event was also witnessed by hotel guests.
At 9:41 a.m. LVMPD Officer Peter Bicsanszky arrived and was directed to Palmer’s location by the firefighters. Officer Bicsanszky gave numerous verbal commands to which the Palmer did not comply. He then fired four bean bag rounds from his low-lethality shotgun, striking him at least twice, but which were ineffective in stopping the suspect’s actions.
With the knife still in his hand, Palmer charged toward Officer Bicsanszky causing him to fire his handgun twice; the suspect was struck once. Medical personnel immediately rendered aid after the shooting however Mr. Palmer was pronounced deceased at the scene.
This is the 2nd officer involved shooting for 2017. The LVMPD Force Investigation Team is currently investigating the officers’ use of force in this incident. Their findings will be forwarded to the Clark County District Attorney for review.
An examination of this incident is being conducted by the LVMPD Critical Incident Review Team. This review will focus on policy, tactics and training as it relates to this use of force.
